Donovan Reiterates Bid for AT&T’s Net Neutrality

AT&T’s chief technical officer restated AT&T’s commitment to network neutrality on Tuesday afternoon – with the big caveat that it be allowed to manage its wireless network virtually anywhere it pleases.

Donovan said that AT&T builds out its backbone by about 40 percent a year, with the vast majoroty of the infrastructure emphasis on data, not voice.

The volume of mobile data traffic grew from just over 1 billion megabytes in the third quarter of 2007 to about 30.3 billion megabytes in the third quarter of this year, Donovan told a separate Sencha conference. AT&T chief technical officer John Donovan didn’t reveal any surprises at the Web 2.0 Summit Tuesday afternoon, but he did reiterate the position of the wireless network.

“We don’t want to be the policer,” Donovan said. “We’re all for an open Internet. “But when we find a situation where an individual has compromised an experience, or an application, we want the ability to manage the network.”

AT&T has been against net neutrality for over a year. “Everyone has to have a similar and available experience,” Donovan added.

Donovan also talked up ISIS, the partnership AT&T struck with fellow carriers T-Mobile and Verizon to bring payments to the mobile space. Donovan said that ISIS would also include loyalty programs and other technologies, “everything in your wallet”.
